The United States Department of Defense has a long history of sub-contracting bio-weapons research to various countries, including Ukraine.
There is growing evidence to suggest the U.S. government was directly involved in bio-weapons research in Ukraine… much less evidence the U.S. government indirectly funded research there.
Ukraine has a long history of involvement in bio-weapons research. During the Soviet era, Ukraine was one of the main centers for biological weapons research and development.
Following the collapse of the Soviet Union, Ukraine inherited a vast infrastructure for bio-weapons research and production. While the Ukrainian government publicly renounced bio-weapons research and production in 1992, there is evidence to suggest that some elements of the former Soviet bio-weapons program continued to operate in Ukraine.
In the early 2000s, the U.S. government began to fund research in Ukraine aimed at improving public health and disease prevention. This funding included support for a number of research institutions and universities, some of which had been involved in bio-weapons research in the past. While the U.S. government did not explicitly fund bio-weapons research in Ukraine, some of the funded research had potential dual-use applications, meaning that it could be used for both civilian and military purposes.
In 2014, the conflict between Ukraine and Russia escalated, and the U.S. government increased its support for Ukraine, including support for its military.
As part of this support, the U.S. government provided funding to a number of Ukrainian research institutions and universities for research into infectious diseases and other areas with potential dual-use applications.
Some of this funding was provided through the Defense Threat Reduction Agency (DTRA), which is a branch of the U.S. Department of Defense that is responsible for countering weapons of mass destruction.
In 2018, a group of Ukrainian scientists published a paper in the journal Science and Global Security that raised concerns about the potential for bio-weapons research in Ukraine.
The authors noted that some of the research that was being funded by the U.S. government had potential dual-use applications and that some of the researchers involved had ties to the former Soviet bio-weapons program. The authors also noted that there was a lack of transparency and oversight in the Ukrainian research institutions that were receiving funding.
Obviously, the U.S. government has denied any involvement in bio-weapons research in Ukraine and has emphasized that its funding is aimed at improving public health and disease prevention. (Yeah, right…)
Russia claims to have evidence showing the U.S. government has been directly involved in bio-weapons research in Ukraine. And there is no doubt the U.S. government has indirectly funded such research.
The concerns raised by Ukrainian scientists highlight the potential risks associated with sub-contracting research to countries with a history of bio-weapons development and production. They underscore the importance of transparency and oversight in such research… which has NOT been forthcoming.
